As President and CEO, Joe Mackey oversees the operations of two of Southern California's leading employment firms, XL Staffing Service, Inc., and XL (Excell) Security, Inc. Joe draws upon nearly three decades of experience in business and management, with particular emphasis in the security, hospitality and event staffing industries. Prior to founding his own service companies, Joe provided events and security staffing at Texas Stadium in Arlington, Texas, and worked in hospitality, tourism, and special event staffing in Las Vegas, including the Las Vegas Convention Center, Cashman Field, and the Thomas and Mack Center.
An innovator and leader in the staffing industry, Joe served as President of California Staffing Professionals (CSP), the state trade association serving the $20 billion staffing industry. It is the second time Joe has been elected to the office of President of the CSP. As President, Joe guided the professional and legislative activities of the CSP throughout California, where the staffing industry employs some 244,000 temporary and contract employees every day. Active in CSP for more than a decade, Joe has also served as President of the organization's San Diego Chapter, and as a past Secretary and Vice President of the state organization. Recently, Joe was elected to the Board of Directors of the American Staffing Association, the national trade organization for the $100 billion staffing industry.
Joe is also a leader within the security profession, currently serving as a member of Board of Directors of the California Association of Licensed Security Agencies, Guards and Associates (CALSAGA), the state trade association serving the contract private security industry in California. Joe, who chairs the organization's Security Political Action Committee, also serves as Regional Director of the San Diego County Chapter of CALSAGA, one of the state's largest regions.
In his local community, Joe is active in several chambers of commerce and community organizations. In addition, Joe was elected to the El Cajon Valley School Board in El Cajon, CA, and served as President of both the El Cajon School Board and the Cajon Valley Educational Foundation. Also, Joe is a trustee on the Board of St. Madeline Sophie's Center, a center that serves the needs of 300 developmentally disabled adults.

As Vice President, Stacy Mackey is responsible for the day to day operation of the firm's administrative and financial operations, including office management & staff, accounting, computer systems, and the firm's extensive payroll functions. A Certified Staffing Professional, Stacy's warm personality and extensive business and management skills are ideally suited for the task. In addition, Stacy is involved with several industry and community organizations, including President of the San Diego Chapter of California Staffing Professionals, Vice-President of the Cajon Valley Education Foundation, and the Girl Scouts of America. She is a graduate of the Leadership East County class of 2005/2006, where she earned the Visionary Award.
